On 9 June 2026, the Financial Supervision Commission (FSC) withdrew the licence of DallBogg: Life and Health Insurance Company AD to carry out insurance business and appointed Rozalina Yordanova Gradinarova-Stoyanova and Natalia Angelova Kumpikova as conservators to manage and represent the company.
By the same decision, the FSC prohibited the company from concluding new insurance or reinsurance contracts in any class of insurance, extending the term of existing contracts or expanding the scope of cover under existing policies.
DallBogg: Life and Health Insurance Company AD is not, and has never been, a member of the Association of Bulgarian Insurers (ABZ).
At this stage, it is important for customers to be aware of the following.
The withdrawal of the licence does not affect the validity of insurance contracts already concluded with DallBogg: Life and Health Insurance Company AD. Existing Motor Third Party Liability (MTPL) insurance policies remain valid until the end of their contractual term unless they are terminated earlier in accordance with the applicable legal provisions.
Where premiums are payable in instalments, the remaining instalments must continue to be paid. Failure to pay an instalment may result in termination of the policy in accordance with the applicable legal requirements.
Insurance policies that are still in force will terminate by operation of law once the decision withdrawing the insurer's licence becomes final and, if applicable, insolvency proceedings are opened against DallBogg: Life and Health Insurance Company AD by the competent Bulgarian court.
Following the withdrawal of the insurer's licence, compensation payable under compulsory Motor Third Party Liability (MTPL) insurance is guaranteed by the Bulgarian Guarantee Fund.
All MTPL claims submitted to the company on or after 9 June 2026, the date on which the conservators were registered, are being transferred by the conservators to the Bulgarian Guarantee Fund, together with all supporting documentation.
Claims submitted before 9 June 2026 continue to be processed by the company and will subsequently be forwarded to the Bulgarian Guarantee Fund for payment.
In this case, payment of the compensation due will be made by the Bulgarian Guarantee Fund.
Please note that, following the withdrawal of the insurer's licence, the assessment and settlement of claims may take longer than the standard time limits normally applicable under Bulgarian legislation.
If you are resident in a Member State of the European Union or the European Economic Area, you may submit your claim directly to DallBogg: Life and Health Insurance Company AD.
This also applies where the insurance policy of the person responsible for the damage has subsequently terminated under Bulgarian law, provided that the accident occurred before the policy was terminated.
If you are a Bulgarian citizen and concluded an insurance contract after 2 April 2026, you should be aware that the contract has no legal effect.
You should immediately submit a formal complaint to the competent authorities and conclude a new insurance contract with an insurer authorised to carry out insurance business in Bulgaria.

When making the payment, the insurance policy number must be included in the payment reference.
If an instalment of the insurance premium is not paid, the insurer may terminate the insurance contract no earlier than 15 days after the insured has received written notice from the insurer.
Where the insurance policy expressly states that the contract will be deemed terminated after the expiry of a specified period following the due date of the unpaid instalment—which may not be shorter than 15 days—the written notice is deemed to have been served and the contract terminates automatically. In such cases, no separate written notification from the insurer is required.
The Motor Third Party Liability (MTPL) insurance contract is considered terminated upon non-payment of an instalment, irrespective of whether the insurer has fulfilled its obligation to record the termination in the register maintained by the Bulgarian Guarantee Fund.
For the purpose of taking out a new MTPL policy, the policyholder may apply directly to the Bulgarian Guarantee Fund to request the removal of the terminated policy from the Fund's register.

The protection provided by the Bulgarian Guarantee Fund applies only to compulsory Motor Third Party Liability (MTPL) insurance. It does not extend to other classes of insurance, including Credit Insurance or Surety Insurance.
If your claim relates to another class of insurance, your entitlement to compensation will be determined in accordance with the applicable Bulgarian legislation and, where relevant, through the insurer's insolvency proceedings.
Existing insurance contracts remain valid until they expire or are otherwise terminated in accordance with the law. Policyholders should continue to contact DallBogg: Life and Health Insurance Company AD regarding the administration of their policies and the submission of insurance claims.
Endorsements and amendments modifying existing insurance contracts may be issued only by the insurer.
