Plamen Shinov, Deputy Chairman of ABZ, to BNT: Bonus-Malus Introduces a Fairer Model for Assessing Driving Behavior

The introduction of a bonus-malus system will not affect the overall price level of motor third-party liability insurance, Plamen Shinov, Deputy Chairman of the Association of Bulgarian Insurers (ABZ), commented in an interview with BNT. He explained that insurance premiums depend on other factors—such as claims experience and economic conditions. Comparing third-party liability insurance prices with those in other European countries shows that in Bulgaria, premiums are generally in the low-to-medium range, but are not the lowest, as is sometimes suggested in public discussions. Plamen Shinov noted that prices for different vehicle categories—passenger cars, heavy-duty trucks, and others—vary due to significant differences in claims history.

With the amendments to the Insurance Code adopted in 2025, the full claims history will be taken into account when calculating third-party liability insurance premiums. Currently, a working group at the Financial Supervision Commission (FSC), including representatives from all relevant stakeholders, is preparing amendments to two ordinances that will regulate insurers’ access to the Guarantee Fund information registries and the procedure for issuing certificates detailing the full claims history for each vehicle. There will be no standardized rules for the bonus-malus system—each insurer will develop its own methodology, which will be publicly announced.
