Amendments to the Insurance Code adopted in July this year regulate the introduction of the “bonus-malus” system, based on the full claims history of each motor vehicle. In a NOVA TV news report on the topic, Plamen Shinov, Deputy Chair of the Association of Bulgarian Insurers (ABZ), noted that “most ‘bonus-malus’ systems around the world are extremely simple and operate precisely on the basis of the number of claims.”
He explained the fundamental principle of the system — the presence of claims in a previous period leads to an increase in the insurance premium, while their absence results in discounts.
The system will be decentralized — each insurer will have its own rules for applying the “bonus-malus” mechanism, using information from the Guarantee Fund’s registers. The Financial Supervision Commission (FSC) is actively working on the ordinances that will regulate the process, with the system expected to be launched in February 2026.
